Mark E. Whitten, M.D. - Regional Medical Director
Dr. Mark E. Whitten is the Regional Medical Director for TLC Laser Eye Centers in the Washington, D.C. Metro Area and Richmond, VA. He is a board-certified ophthalmologist who has performed more than 85,000 LASIK procedures.
Dr. Whitten's skill in refractive surgery has won him the respect of his patients and colleagues. His expertise is frequently sought by the medical profession for their own vision correction needs and those in their families.
Dr. Whitten has practiced ophthalmology in Washington, D.C. for more than a decade. He is the past Chairman of the Medical Society of D.C., former President of the Washington Ophthalmological Society, and former council member of the American Academy of Ophthalmology. He is Senior Attending Clinical Instructor at the Washington Hospital Center, teaching the latest surgical techniques to ophthalmologists.

Dr. Edward Perraut, Jr., is a board-certified ophthalmologist affiliated with TLC Laser Eye Centers in the Washington, DC Metro Area, Charlottesville, VA and Richmond, VA. He has served as the Chairman of the Board for the Washington National Eye Center, as president of the Washington DC Ophthalmological Society and president of the Ophthalmology section of the Washington DC Medical Society.
Dr. Perraut has taught at numerous medical centers including Georgetown University Hospital, George Washington University Hospital, Washington Hospital Center and Children's Hospital National Medical Center.
Dr. Perraut is a graduate of Princeton University and received his medical degree from the University of Maryland Medical School. He served as Chief Resident of the Ophthalmology Department at the Washington Hospital Center and completed his Fellowship in Vitreoretinal Diseases and Surgery at Johns Hopkins Hospital.
Recently Dr. Perraut was named one of the area's top LASIK surgeons by
Washingtonian Magazine.

Andrew E. Holzman, M.D.

Dr. Andrew Holzman is a Board Certified Ophthalmologist and a Corneal Surgery specialist. He is the Medical Director at TLC Laser Eye Centers in Tysons Corner and also performs surgery and patient evaluations at TLC Laser Eye Centers in Rockville. Prior to joining TLC, he was the Medical Director of Millennium Laser Eye Center. He has performed more than 40,000 procedures and has been named a "Star Surgeon" by VISX for his performance as a refractive surgeon.
Dr. Holzman graduated in 1983 with honors from Emory University. He received his medical degree at the University of Miami School of Medicine and completed his Ophthalmology residency at George Washington University. Dr. Holzman's refractive and corneal transplantation skills were further refined at the University of Pittsburgh Eye and Ear Institute, where he completed a Corneal Surgery Fellowship.
Dr. Holzman has been elected as a Fellow of the American College of Surgeons. He is active in numerous refractive surgery and corneal societies, including the American Society of Cataract and Refractive Surgery and the American Academy of Ophthalmology.
Dr. Holzman has been a leader in bringing new technologies to the metro DC market. He was the first physician to perform CK (Conductive Keratoplasty) in the DC area and has been instrumental to the success of Intralase and the Bladeless Lasik procedure both regionally and nationally. Dr Holzman has extensive experience in many vision correction procedures, and has served as a National Trainer and Regional Instructor for other physicians. He has been published and lectures extensively on refractive surgery issues.
Andrew S. Morgenstern, O.D. - Clinical Director

Dr. Morgenstern serves as Clinical Director for TLC Rockville. As the son and nephew of Optometrists, he has been involved in the profession his entire life. His direct refractive surgery experience dates back to 1997.
Dr. Morgenstern earned his undergraduate degree from Boston University and his Doctoral degree from Nova Southeastern University College of Optometry in Miami, Florida. While at NSU, he was selected to do his fourth year externship at the Bascom Palmer Eye Institute, and upon completion, he was chosen to assist in the development of their refractive surgery clinic.
Dr. Morgenstern is especially interested in the expansion of laser vision correction within law enforcement and military environments, and has worked with thousands of agents, soldiers, sailors and officers, including many high-level government officials. He is a member of the American Optometric Association and the Maryland Optometric Association, and is currently a candidate for Fellowship in the American Academy of Optometry.
